MOSCOW, July 26 JSC Gryazinsky Food Plant, whose interests, according to law enforcement officials, were lobbied by the arrested former Deputy Minister of Defense of the Russian Federation General of the Army Dmitry Bulgakov, is one of the largest suppliers of food for the needs of Russian security agencies and departments, producing, in particular, food concentrates that do not need to be cooked, and various canned goods.
The Gryazi Food Plant in the city of Gryazi, Lipetsk Region, was founded in 1944 as a base enterprise for supplying the USSR Armed Forces with special food. 
«For many years, the plant has been one of the largest suppliers of food for the needs of the security agencies and departments of the Russian Federation,» the company's website says.
The products listed on the plant's website include, in particular, «instant soups and porridges «Express» (cooking 1-2 minutes) in an assortment of up to 20 items,» instant soups, porridges, kissels that do not require cooking. As well as food concentrates, both requiring and not requiring cooking.
In 2002, a separate enterprise, KonservPakLam LLC, was created on the basis of the plant, which began producing various types of canned goods. Currently, KonservPakLam produces stewed beef of the highest and first grade; meatballs, meatballs; various types of porridge (buckwheat, rice, bulgur) using beef, poultry; various types of meat and vegetable canned goods with potatoes, beans, peas, pasta using beef, poultry.
Earlier, law enforcement agencies reported that Bulgakov lobbied for the interests of JSC Gryazinsky Food Plant, using his official position, and the Investigative Committee opened a case against the plant's management.
The FSB and the Investigative Committee reported on Friday that Bulgakov had been arrested in a corruption case. He was responsible for the logistics of the Russian Armed Forces in the Ministry of Defense. He was appointed Deputy Minister of Defense on July 27, 2010. In September 2022, he was relieved of his post due to transfer to another job.
