MOSCOW, July 25 The State Duma has adopted in the first reading a bill that obliges sellers and marketplace owners to include in product information a link to an entry in the register of issued certificates of conformity and registered declarations of conformity.
The document was submitted by a group of deputies and senators. It was developed in order to improve the mechanism for implementing the right of consumers to receive reliable information about products and their manufacturers. 
At present, the law on consumer protection does not contain mandatory requirements for the seller (the owner of the aggregator — in the case of distance selling) regarding the provision of a link to the relevant register. This, according to the explanatory note, does not meet the goals of providing the consumer with reliable and necessary information about the product and its manufacturer.
Therefore, the draft law obliges the seller (the owner of the aggregator) to inform the buyer of a link to the entry in the state information register of issued certificates of conformity and registered declarations of conformity and (or) the Unified Register of issued certificates of conformity and registered declarations of conformity within the EAEU.
In the event that the products sold are not subject to mandatory confirmation of conformity, the owner of the aggregator must provide the technical ability for the seller to indicate this in the description of the product, and for the consumer to familiarize themselves with such information.
These changes do not apply to cases where the seller sells used goods.
If adopted, the law is expected to come into force on September 1, 2024, and sellers and aggregator owners will be held liable for failure to comply with its provisions on March 1, 2025.
