The Investigative Committee (IC) of St. Petersburg submitted to court a criminal case against the former head of the regional education department of the administration, who sent 21 children with disabilities to a boarding house with violations of sanitary, epidemiological and fire safety. According to investigators, the accused did not check the living conditions at the Polyarnye Zori boarding house in Anapa, to which the municipality issued vouchers for children with disabilities and their accompanying persons. The woman is charged with negligence (part 1 of article 293 of the Criminal Code), she faces up to a year of corrective labor or up to three months of arrest.
“As a result of the negligence of the accused, the children and their accompanying persons could not undergo medical rehabilitation and resort treatment in the organization of recreation and rehabilitation,» the ministry's release says.
The mother of the affected children, Kootush Baltykova, told RIA Novosti that they were supposed to go to the Crimean Rossiya sanatorium in Evpatoria, but it turned out that he has not been working for two years, and the officials offered the Polyarnye Zori boarding house in Anapa. While staying there, Baltykova's son developed an allergic reaction due to unsanitary conditions.
“When I looked into the bathroom, I was just stunned: there was black mold and spiders everywhere. On the balcony there are crumbling holes in the floor.
Sockets fall out of the walls. Very dirty, and someone has fleas in the rooms. Doors are broken. Territory unkempt, plumbing leaking. We asked the administration if they think children with special needs can live in such conditions. To this we were told that there would be no other, ”said St. Petersburg resident Ekaterina Zheltikova to the agency.
