MINSK, Nov 8 President of Belarus Alexander Lukashenko said that The All-Belarusian People's Assembly (VNS) should not «fit» into the competence of the president and other authorities, this must be provided for in the updated legislation.
“The Supreme People’s Council should make one or two decisions, roughly speaking. But it must be executed by everyone. God forbid, a war… A decision was made by the All-Belarusian People’s Assembly, and everyone lined up… They (the decisions of the Supreme People’s Assembly – ed.) must be unique. on only a few issues. In no case should it fall within the competence of the president and other authorities,» Lukashenko said on Tuesday in Minsk at a meeting on draft laws that provide for the adjustment of laws on the government and normative legal acts. Lukashenka stressed that with the amendments to the constitution on the status of the SPC, a new body will appear in the state system, and «it is necessary to make sure that the SPC is integrated into this system, without hitting anyone with either the left or the right shoulder.»
In accordance with the new constitution of Belarus, the ANC has become the highest representative body of democracy in the country, it will approve the foundations of domestic and foreign policy, military doctrine, the concept of national security of the country, decide on the legitimacy of the elections.
The maximum number of delegates to the All-Belarusian People's Assembly is 1200 people . The assembly will be formed on a parity basis from delegates ex officio (the current president and the president who has ceased to exercise his powers, representatives of the legislative branch, the executive branch, the judiciary), from representatives of local councils of deputies and from representatives of civil society. The term of office of the All-Belarusian People's Assembly is five years.
Lukashenko said earlier that no later than March 2023, it is necessary to adopt a draft law on the National Assembly. It is planned that the All-Belarusian Assembly will be held in the first half of 2024.
