The Primorsky District Court of St. Petersburg sentenced Pavel Marchuk, deputy platoon commander of the district patrol service, to 2 years and 6 months in prison in the case of torturing a detainee with a stun gun. This is reported by the human rights project Travmpunkt.
The policeman was found guilty of abuse of power with the use of violence and special means (Part 3 of Article 286 of the Criminal Code). In addition to imprisonment, the court banned him from holding positions in public institutions for 2 years.
According to investigators, on November 10, 2021, a group of police officers detained Khachik Jorgntsyan and his friends at the exit of a restaurant on Komendantsky Avenue. Marchuk handcuffed Djorgntsyan and stabbed him in the stomach twice with a stun gun.
In the city police department No. 86, a senior lieutenant applied a chokehold to Jorgintsyan, took him to the room on duty, where there was no video surveillance camera, threw the man on the floor and hit the man eight more times with a shocker, calling him a “chock” and a “faggot”.
“The shocker is leaned against, and the person falls, and he held it for 10 seconds. I was lying, he was standing over me, he has this thing in his right hand, and he says: “Why don’t you pass out? Do you know how it hurts in the head? I see he wants me with this thing right in the face, ”Jorgntsyan told Mediazone. As a result, an employee on duty entered the office and, according to a friend of Jongntsyan, who heard his screams from the corridor, said something like: “What are you doing, we’ll have to rake up later.”
Jorgintsyan was released from the police department with bruises to the head, burns to the abdomen, chest and back, which were recorded in the hospital the next day.
In court, Marchuk pleaded guilty and confirmed that he had beaten the detainee with a stun gun. In his testimony, Aleksey Smirnov, head of a separate battalion of the PPS in the Primorsky district of St. Petersburg, noted that Marchuk had previously “repeatedly received complaints,” including about the unjustified use of force.
