The Ministry of Labor of Russia proposes to improve the financial situation of working parents whose children are under one and a half years old. The draft law developed by the ministry was submitted for public discussion on Wednesday, June 21.
The authors of the document propose to maintain the right to receive a monthly child care allowance even if the mother or other person entitled to this payment returns to work earlier, before the baby is one and a half years old. Today, this right is reserved for those working parents who work part-time or at home. According to the drafters of the bill, the innovation will encourage parents to go to work earlier.
According to the ministry, in 2022, 1.7 million insured parents were on parental leave and received a monthly allowance . Almost 150 of them, while on vacation, worked part-time. The authors of the draft explain that due to the legal uncertainty about which working day should be considered part-time, it could be difficult to grant entitlement to benefits. With the introduction of the new norm, the need to figure out which working day can be considered part-time and which cannot be eliminated.
