According to information published in the Izvestia newspaper on Wednesday, management companies, homeowners associations (HOA) and other specialized organizations will be subject to fines for refusing to recalculate unreasonably high utility bills. Fines will amount to 30,000 rubles for refusing to recalculate and up to 40,000 rubles for repeated violations. This information is based on the Cabinet of Ministers of the Russian Federation's response to the relevant draft law and the explanatory note to it.
For violation of the deadlines for recalculating the unreasonably high payment for housing and communal services, officials will be subject to fines of up to 5 thousand rubles, and legal entities up to 50 thousand rubles . If the obligation to pay the fine is not fulfilled, then the fine for officials may reach 30 thousand rubles, and for legal entities — 200 thousand rubles. Failure to comply with the rules will also repeatedly be prosecuted with fines of up to 40 thousand rubles for officials and up to 250 thousand rubles for legal entities.
The bill is aimed at preventing violations of the rights of citizens caused by unfair actions of organizations involved in the management of apartment buildings and the provision of public services, notes the recall of the Cabinet of Ministers of the Russian Federation. The authors of the novel point to the need for its adoption due to gaps in the legislation.
