Deputy Lisovsky: “It is necessary to introduce an export duty and reduce the tax on the extraction of minerals”
The Ministry of Agriculture is authorized to announce an impending catastrophe with fuel for farmers. The Minister of Agriculture of the Russian Federation Dmitry Patrushev said that over the past week this problem has greatly worsened, in some regions both the harvesting and sowing of winter crops have even been suspended. If earlier the problem was high prices for diesel fuel for farmers, today some Russian farms do not have it at all.

Today, SOS signals about the shortage of gasoline and diesel fuel come from many Russian regions. In particular, from the Samara, Saratov, Rostov, Volgograd, Astrakhan, Novosibirsk and Ryazan regions. And also from the Crimea, Krasnodar and Stavropol Territories and Karelia. The deficit was also recorded in the new Russian territories. So, in Donetsk, gasoline has risen in price to 61 rubles per liter, and you can refuel far from every gas station.
To resolve the situation, the Minister of Agriculture proposed to completely stop the gray export of petroleum products — until the domestic market stabilizes . In total, Russian farmers need about 500 thousand tons of fuel and lubricants to successfully complete the autumn field work.
The Ministry of Energy of Russia a week ago promised to restore order in its industry within 14 days. But the cart, as they say, is still there. First Deputy Minister Pavel Sorokin said that the draft law of the Ministry of Energy to ban gray exports has been submitted to the government and the presidential administration, the document is expected to be approved any day.
Only when the thunder struck did the department find out that traders buy fuel on the stock exchange at domestic cheap prices, and sell huge volumes abroad at expensive world prices. According to the new rules, they and oil depots will be forbidden to drive oil products abroad, this right will be assigned only to oil refineries.
Well, what do farmers themselves think about this? Mikhail Radchenko, director of the National Rice Union from Krasnodar, says there are indeed fuel shortages in the region. They are not critical yet, but the prices for diesel fuel have skyrocketed.

Unlike the Krasnodar Territory, the situation in the neighboring Stavropol Territory is calmer. According to local farmer Vasily Lopatin, they have not yet experienced a shortage of fuel, on the contrary, tempting offers are pouring in from all sides.
— But at a price of 80-85 rubles per kilogram. If in liters, then within 75, — he continues. — We, the peasants, are united in an association, we make purchases in bulk so that it is cheaper and that a reserve is created. Well, so, we are offered more expensive than private traders at gas stations. For them, diesel fuel is 65-66 rubles, and for us in bulk — 75.
Vasily Dmitrievich recalls that in Soviet times, Stavropol peasants sold a kilogram of wheat for 12-13 kopecks. A liter of diesel fuel then cost 4 kopecks.
— For a kilogram of bread, you could buy 3 kilograms of fuel. And now, on the contrary, to buy a kilogram of diesel fuel, you need to sell 6 kilograms of wheat …
By the way, grain growers are not happy with the current prices for bread. At first, for wheat of the 4th grade on the market they gave 15-16 rubles without VAT, just yesterday they dropped to 12-12.5 rubles. Sunflower seeds are also getting cheaper — from 28 rubles per kilogram to 24.
According to manufacturers, the current situation with prices and interruptions in supplies will “backfire” on the cost of agricultural products, for peasants it will increase by 10-15 percent.< /p>
“The situation is alarming,” says State Duma deputy, member of the State Duma committee on agrarian issues, Sergei Lisovsky. — For example, in Kurgan the price of a liter of diesel fuel is 68-69 rubles, which is a lot for the region. I spoke with farmers in the Rostov region, so prices there generally reach 120 rubles. When they began to cancel the export duty and increased the tax on the extraction of minerals. It turns out that our oil is expensive with a tax, but the Russians pay for it. And if there were duties, as before, they would be paid by buyers of our fuel in the West. Now taxes fall on the shoulders of our fellow citizens. According to the parliamentarian, the current situation will not quickly resolve itself, most likely, in some manifestations, it will continue until the end of the harvesting campaign. Which, hopefully, still will not fail due to a shortage of fuel.
