Later it became known that the coach of the young athletes did not have permission to conduct the lesson. This was announced by the head of the Russian Cycling Federation (FVSR) Vyacheslav Ekimov:

At the same time, Deputy Chairman of the Committee on Physical Culture and Sports of St. Petersburg Elena Pavlova told reporters that the tragic training took place in compliance with traffic rules:
