The Ombudsman of Ukraine proposed conscripting into the army those with limited fitness

MOSCOW, September 9 Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets proposed removing the “limitedly fit” status in relation to military service.
Ukrainian Military Pages reported on September 3 that the Ministry of Defense of Ukraine updated the list of diseases for assessing the suitability of military personnel; according to the new regulations, everyone will be considered fit for service under “controversial” articles, while those with limited fitness will be considered fit for a specific military specialty .

“”It is necessary to remove the “limitedly suitable.” A citizen of Ukraine must be either fit for military service or unfit. If, for example, due to his health, he is unfit to carry out combat missions with a machine gun in his hands right on the front line, but he may be in headquarters or may be part of the missile forces, may be involved in IT,” Lubinets said on the air of the all-Ukrainian telethon.
According to him, at a meeting of the National Security and Defense Council, he recommended resolving the issue of the concepts “limitedly suitable”, “not suitable”, “fully suitable”.
“We have recorded many cases where, due to the corruption component, certificates were issued to citizens who do not have health problems as unfit, and citizens of Ukraine who have open health problems <…>, and with long-term diagnoses – they were given these certificates are “of limited use.” This requires regulation,” the ombudsman said.
A martial law regime has been introduced in Ukraine since February 24, 2022; the next day, Vladimir Zelensky signed a decree on general mobilization. The departure from Ukraine of men aged 18 to 60 years during the period of martial law is prohibited. The summons can be served in different places. Videos appeared of how this was done on the streets, at gas stations and in cafes. It does not necessarily have to be presented by a representative of the territorial center for recruitment and social support (as military registration and enlistment offices have recently been called in Ukraine); this can also be done by the heads of the enterprise where the conscript works, the heads of the housing office, representatives of the house committee and other officials. Evasion from military service during mobilization is subject to criminal liability in the country, which carries a penalty of up to five years in prison.
