The Investigative Committee proposed depriving those convicted of “preparing, attempting or committing any intentional grave or especially grave crime” their acquired citizenship. This is reported on the department's website.
The Investigative Committee notes that the measure according to which acquired citizenship can only be deprived of those convicted under specific articles is insufficient.
“Current legislation provides for the possibility of deprivation of acquired citizenship only if such persons commit a certain list of crimes. For example, this rule is valid when committing rape, but does not apply when committing murder, for which longer terms of imprisonment are established,” the department’s website says.
The law on deprivation of citizenship for committing specific crimes was adopted back in 2017. At that time, this only applied to those involved in cases under “terrorist” and “extremist” articles. In April 2023, Vladimir Putin approved a new version of the law “On Citizenship”. According to it, the authorities can deprive acquired citizenship for criminal prosecution under dozens of articles. In particular, under articles on military “fakes” (Article 207.3 of the Criminal Code), “discrediting” the army (Article 280.3 of the Criminal Code), violation of the law on rallies (Article 212.1 of the Criminal Code), drug trafficking (Article 228 of the Criminal Code) and new articles on “threat national security.»
In 2019-2022, according to the Ministry of Internal Affairs, which was analyzed by Mediazona, 101 people were deprived of citizenship for crimes.
