The State Duma said that when issuing a loan, Russians will be required to have an INN
Russian banks will issue loans only if a TIN is provided, said the Chairman of the State Duma Committee on the Financial Market, Anatoly Aksakov. He said that the TIN will be used to check whether the client is self-banned. Banks will contact four credit bureaus (CCBs) to obtain information about whether the loan can be approved. The new law on self-prohibition of loans will come into force in 2025.
The parliamentarian noted that the introduction of innovation will require a serious technological reconfiguration of systems and the establishment of interaction between banks and bank credit institutions. However, the bill is already ready for support and expects adoption in early 2024.
The State Duma has already adopted in the first reading a bill on a mechanism for citizens to introduce a self-ban on issuing consumer loans. The purpose of the bill is to prevent fraudulent practices when obtaining loans by third parties. Citizens will be able to submit an application to the credit history bureau with a request to ban them from issuing loans through the government services portal.
