MOSCOW, August 6Russian President Vladimir Putin has instructed the Cabinet of Ministers, together with the State Council Commission on Economy and Finance, to ensure approval by August 15 of a list of areas for spending funds released from writing off regional debt on budget loans, based on the broadest possible list of types of infrastructure projects and forms of investment support. The list of instructions following an expanded meeting of the Presidential Council for Strategic Development and National Projects and the State Council Commissions on Socioeconomic Areas has been published on the Kremlin website.
«The Government of the Russian Federation, together with the State Council of the Russian Federation Commission for the «Economics and Finance» direction, shall ensure the adoption of decisions providing for: approval of a list of areas for spending funds released as a result of writing off the debt of constituent entities of the Russian Federation on budget loans from the federal budget until 2030 (for a 6-year cycle), based on the need to establish the broadest possible list of types of infrastructure projects and forms of investment support…», the document states.
We are talking about including in this list projects in the field of housing and communal services (also projects to replace elevators in apartment buildings), projects to update public transport, and to develop support settlements.
In addition, it should also include new investment projects, expenses to compensate for the decrease in regional budget revenues from the use of tax investment deductions, as well as to support companies managing territories with preferential tax regimes, for additional capitalization of industrial development funds, guarantee and microfinance organizations. 
The document states that the region is obliged to ensure that at least 50% of the funds released from write-offs are directed towards the creation (modernization) of infrastructure in the housing and utilities sector.
The report should be prepared by August 15, 2024. Those responsible are Prime Minister Mikhail Mishustin and the head of the Chelyabinsk region, chairman of the State Council of the Russian Federation commission on «Economy and Finance» Alexey Teksler.
