MOSCOW, August 6 Russian President Vladimir Putin instructed the government to develop measures to stimulate regional investment in the modernization of wastewater treatment facilities by October 1, according to the Kremlin website.
The President approved a list of instructions following an extended meeting of the Presidential Council for Strategic Development and National Projects and commissions of the State Council.
«The Government of the Russian Federation, together with the State Council Commission on «Environmental Well-Being» for the implementation of the national goal «Environmental Well-Being»… shall develop measures to stimulate investment by constituent entities of the Russian Federation in the modernization of wastewater treatment facilities,» the list of instructions says. published on the Kremlin website.
When developing these measures, provision must be made for the introduction of preferential financing instruments, including preferential leasing programs, for the acquisition of small water and sewerage treatment plants within the framework of regional state programs for the reconstruction of treatment facilities. This order must be implemented by October 1.
In addition, Putin instructed «to ensure a comprehensive review of the issue of applying sanctions against municipal and regional organizations operating centralized wastewater disposal systems that do not provide standard wastewater treatment during the period of their reconstruction and major repairs.» A report on this issue is due by December 1.
