VIENNA, Nov 6 Russia has never opposed the creation of a zone around the Zaporizhzhya nuclear power plant, has been holding constructive consultations with the IAEA on this topic since September, Mikhail Ulyanov, Permanent Representative of the Russian Federation to international organizations in Vienna, said.
